What's missing is a registration nobody mentioned until it started blocking a sale.
It happens a lot with electronics and IT products, and almost always at the worst moment, when a launch date or a live listing is on the line. This guide explains BIS CRS, which plenty of people search as CRS BIS. What Is BIS CRS?
BIS CRS stands for the Compulsory Registration Scheme, which the Bureau of Indian Standards runs for electronics and IT goods notified by the Ministry of Electronics and Information Technology (MeitY). It began in 2012 with an order covering fifteen product categories, and the list has grown in phases ever since. Legally it sits under Scheme II of the BIS (Conformity Assessment) Regulations, 2018.
The rule itself is simple. A notified product can't be made, stored for sale, imported, sold or distributed in India without the Standard Mark and a valid registration number. And because BIS CRS certification is tied to a specific product, the registration has to cover your exact model, not just the brand or the factory.
One thing to keep in mind: the notified list keeps changing. Any product count you find online, including ones that sound confident, is a snapshot. If your product sits anywhere near the edge of what's covered, check the current notification before you commit to a launch date.
BIS CRS Certification vs the ISI Mark
People mix these up all the time, and the difference matters. The ISI mark falls under Scheme I and is granted after a physical factory audit, with periodic surveillance visits afterwards. BIS CRS works the other way around. It runs on self-declaration of conformity, supported by testing at a BIS-recognised laboratory and a document review. Nobody from BIS walks through your factory before registration is granted.
That sounds easier, and in some ways it is. But accountability just moves to the back end. BIS picks up registered products from the market and tests them, and if what's on the shelf doesn't match the specification and test report on file, the registration can be suspended. With no inspector to catch a discrepancy on the factory floor, the paperwork is the product as far as BIS is concerned. It has to be right the first time.
Who Needs a BIS CRS Certificate
If you manufacture a notified product, in India or abroad, you need one. The same goes for brand owners who outsource production but sell under their own name, and for e-commerce sellers listing covered electronics, since marketplaces increasingly ask for a valid registration number before approving a listing.
Importers are the group that gets confused most. BIS CRS registration is granted to the manufacturer, never to a trader or a pure importer. If you import someone else's product, your job is to confirm that the manufacturer already holds a current registration covering the exact model in your shipment. Brand owners need to watch one more thing. If a contract manufacturer holds the registration, it doesn't automatically cover your private-label version. The registration has to reflect the brand the product is actually sold under.
Which Products Fall Under BIS CRS Registration
CRS is its own track, with a different ministry, a different order and a different registration process from the Quality Control Orders used for goods like steel. Registration under one doesn't carry over to the other.
Commonly covered products include laptops, tablets, mobile phones, power adapters and chargers, power banks, LED lighting, smartwatches, printers, routers, CCTV equipment, audio products and headphones, and certain batteries used in consumer electronics. That list isn't complete and it shifts over time, so if you're unsure about your product, settle that first, before testing and before sourcing decisions.
The IS/IEC 62368-1:2023 Migration
If your product is audio-video, IT or communication equipment, there's a change underway you shouldn't ignore. MeitY notified in November 2025 that IS 13252 (Part 1):2010 and IS 616:2017 are being replaced by IS/IEC 62368-1:2023, a newer hazard-based safety standard. For most categories, the old and new standards can run side by side until 1 November 2028, though some categories have shorter windows.
Existing registration holders have to submit fresh test reports from a BIS-recognised laboratory for their lead models. Miss the deadline and BIS can cancel the licence or remove models from its scope. We've seen people treat this as a renewal-time chore and then discover that retesting takes longer than they planned. The process is more procedural than most first-timers expect. In order, it goes like this:
What a BIS CRS Agent Actually Does
When people search for a BIS CRS agent, they almost always mean the Authorised Indian Representative. A foreign manufacturer without an Indian office can't apply directly. The AIR is a locally based party formally appointed to deal with BIS on the manufacturer's behalf, and it does real work: filing the application, answering BIS queries, handling renewals, and taking responsibility if something goes wrong later.
The wrong agent can cost you months. Someone slow to respond, or unfamiliar with how BIS actually handles CRS applications, is one of the most common reasons timelines stretch. Pick a BIS CRS agent you can reach quickly, and ask how they handle queries before you sign anything.
BIS CRS License Validity, Renewal and the R-Number
A BIS CRS license, which in practice means the registration, is generally valid for two years from the date it's granted. That clock starts on the grant date, not on the date of your test report, and people get this wrong more often than you'd think. File your renewal well ahead of expiry. If it lapses, you're selling an unregistered product until the renewal comes through.
New models go in through a separate application, and each one generally needs its own test report. The R-number has to appear on the product and its packaging next to the Standard Mark. Putting it in a listing or an invoice isn't enough.
Documents for a BIS CRS Registration Certificate
You'll need the applicant's business documents and factory address, trademark proof or brand authorisation where it applies, and the product's technical documents with a critical component list. You'll also need a recent test report from a BIS-recognised lab and the prescribed self-declaration. Foreign manufacturers add the AIR appointment letter and the AIR's identity documents. For renewals and model additions, bring the existing registration certificate.
The document that causes the most trouble is the test report. If it doesn't match the actual product specification, the application stalls. That is by far the most common reason we see.
What Happens If You Skip BIS CRS Registration
Selling or importing a notified product without registration is an offence under the BIS Act, 2016. Section 17 sets out the prohibition and Section 29(3) the punishment: imprisonment, a fine, or both, with higher minimum fines for repeat offences. In practice, though, the commercial hit usually arrives first. Shipments get held, listings get pulled, and if BIS finds non-compliant stock in the market, the recall is at your expense.
