Statutory Compliance Consultants for Companies, LLPs & Industrial Establishments in Hyderabad — MoSPI/NSO Surveys

A notice from MoSPI or NSO showing up at a Hyderabad office typically generates two reactions — confusion about what it is, and anxiety about whether it has anything to do with taxes.

Neither response is entirely wrong. But here's the situation: the notice is real, it isn't tax-related, and it needs to be acted on.

Since April 2026, the National Statistical Office has been issuing compliance notices to thousands of incorporated entities across India under two statutory surveys — ASI and ASISSE. Hyderabad, given its pharmaceutical manufacturing footprint, IT corridor scale, and growing financial services sector, has seen a particularly significant volume of these notices. The filing obligation is backed by the Collection of Statistics Act, 2008, and daily penalties of ₹5,000 per company kick in 14 days after the initial notice.

Exim Advisory handles the complete filing process for Hyderabad and Telangana-based businesses.

Why Hyderabad Has Received High Notice Volumes

Hyderabad's commercial profile spans several sectors that are directly in scope for both ASI and ASISSE.

HITEC City, Gachibowli, and Kondapur form one of India's largest IT corridors. Under ASISSE, Telangana GSTINs registered by IT companies, ITES firms, software product companies, and professional services LLPs appear heavily in NSO's national sample drawn from the GSTN database.

Genome Valley, IDA Nacharam, and Jeedimetla house a major pharmaceutical and chemicals cluster. IDA Mallapur, Patancheru, and Bollaram have registered factories in chemicals, food processing, and engineering goods — all within ASI's sampling universe under the Factories Act, 1948.

Two Surveys — Know Which One Applies

ASI — Annual Survey of Industries covers registered manufacturing: factories, electricity undertakings, and industrial units under the Factories Act. Running since 1959. If your Hyderabad or Telangana factory received a notice, ASI is the applicable framework.

ASISSE — Annual Survey of Incorporated Services Sector Enterprises launched in April 2026 — India's first structured annual survey of the incorporated services sector. Covers Private Limited Companies, LLPs, Public Limited Companies, and PSUs in IT, ITES, trade, healthcare, financial services, transport, hospitality, education, and professional services.

Both surveys operate under the Collection of Statistics Act, 2008 (amended 2017) and the Jan Vishwas Act, 2023.

Clearly: these surveys are entirely separate from GST or Income Tax proceedings. The Act legally bars NSO from sharing submitted data with any tax enforcement authority. Your data goes into India's national economic statistics — sector GVA, employment figures, industrial output estimates. That's the only use.

    Penalty Table

    Default Stage Penalty
Failure or refusal to furnish information Up to ₹5,000 (companies) / ₹1,000 (individuals)
Non-compliance beyond 14 days Up to ₹5,000 per day (companies) / ₹1,000 per day (individuals)
Wilful submission of false information Imprisonment up to 6 months and/or fine
Recovery mechanism As arrears of land revenue under Section 15C

Paying the penalty doesn't remove the filing obligation. Both apply simultaneously.

How Exim Advisory Handles Hyderabad Filings

Notice Verification We begin by confirming the notice is authentic, identifying the selected Telangana GSTIN(s), checking the reference period, and mapping your exact obligation. Hyderabad companies with Telangana GSTINs and registrations across multiple other states need GSTIN-level clarity before any data preparation begins.

Block-by-Block Data Preparation Each block draws from specific source documents:

    • Block 1 — Enterprise identity, ownership structure, NIC 2025 classification
    • Block 3 — Fixed assets, capital work-in-progress
    • Block 4 — Working capital, borrowings, and loan positions
    • Block 5 — Employment headcount — male, female, transgender split
    • Blocks 6A & 6B — Intermediate consumption, coded under CPC 3.0
    • Block 7A — Revenue, output, and receipts
    • Blocks 11 & 12 — Digital technology and IT infrastructure

Every entry is traced to an audited source document.

Financial Reconciliation P&L, balance sheet, GST returns, payroll register, and fixed asset schedule — all reconciled against each other and against the portal's expected format before submission. For pharma companies, this includes reconciling R&D expense allocation, API costs, and export revenue simultaneously.

Multi-GSTIN Apportionment for Pan-India Businesses Hyderabad-headquartered pharma companies and IT firms with national operations run consolidated books. We extract Telangana GSTIN-specific data accurately — including apportioning R&D expenses, IT assets, and export revenue where relevant.

Portal Filing and Post-Submission Support End-to-end submission through the official MoSPI secure portal and full support for any NSO field officer queries.

Industries We Work With in Hyderabad

Pharmaceutical manufacturers in Genome Valley, IDA Nacharam, and Patancheru — IT and product companies in HITEC City, Gachibowli, and Kondapur — ITES and BPO firms — Chemical and agrochemical companies in Patancheru and Bollaram — Logistics and warehousing companies — Healthcare chains and diagnostics companies — Financial services firms and NBFCs — Real estate and construction companies (incorporated entities) — Professional services and consulting firms

The specific challenge for Hyderabad's pharma sector: Manufacturing data — raw material consumption, utility costs, production volumes — is spread across multiple plants, often under different GST registrations. Financial books don't always map cleanly to GSTIN-level data. Both ASI and ASISSE require GSTIN-specific figures, not plant-level or group-level aggregates. We handle exactly this kind of disaggregation — plant by plant, GSTIN by GSTIN.

    Frequently Asked Questions

Is the notice my Hyderabad company received genuinely from NSO? Yes. ASISSE was officially launched via PIB Press Release dated 6 April 2026 (Release ID: 2249336). The portal URL should be on the mospi.gov.in domain. Verify the Field Office contact in your notice against NSO's published directory.

We have a pharma plant in Patancheru and a corporate office in HITEC City — do both file separately? If NSO issued notices to both GSTINs, yes — each files independently with its own financial data. If only one GSTIN received a notice, only that one files for this round.

Does ASISSE data submission affect our Income Tax or GST position? No. The Collection of Statistics Act, 2008 legally bars NSO from sharing ASISSE or ASI data with tax enforcement authorities.

Does Exim Advisory cover clients in both Telangana and Andhra Pradesh? Yes. We work across both states and handle multi-GSTIN filings covering both.

Start Early — The Data Preparation Takes Time

Pharma companies and IT firms in Hyderabad consistently have more complex financials than they anticipate going into this process. Multi-plant apportionment, R&D cost allocation, export revenue reconciliation — none of it moves quickly. Start well ahead of the deadline.

If your company or LLP in Hyderabad has received an ASI or ASISSE notice from MoSPI or NSO, reach out to Exim Advisory today. We'll handle the complete process through to portal submission.
