NSO's sampling for ASISSE used the GSTN database. Haryana GSTINs registered by Gurgaon-based companies feature prominently in the national selection of approximately 1,21,350 enterprises. If you received a notice, your GSTIN was in that sample.
ASI — Annual Survey of Industries covers manufacturing: factories, electricity undertakings, and industrial units under the Factories Act, 1948. Gurgaon's IMT Manesar, Udyog Vihar, and Sector 37 industrial areas house manufacturing units in auto components, electronics, and engineering goods that can appear in ASI samples.
ASISSE — Annual Survey of Incorporated Services Sector Enterprises launched April 2026. Covers incorporated entities in services — IT, ITES, financial services, trade, transport, hospitality, real estate, healthcare, and professional services. The majority of Gurgaon-based ASISSE notices fall into this category.
Both surveys run under the Collection of Statistics Act, 2008 (amended 2017) and the Jan Vishwas Act, 2023.
One clarification worth stating directly: these surveys are legally and operationally separate from GST or Income Tax. The Act prohibits NSO from sharing submitted data with the IT Department, GST authorities, SEBI, or RBI for enforcement. What you submit stays within the statistical system.

Paying the penalty doesn't substitute for filing. Both obligations apply.

What makes Gurgaon corporate filings more demanding: Gurgaon houses an unusually high number of MNC Indian subsidiaries serving as regional headquarters. These entities often run books that partially mirror the global parent's financial reporting structure. Separating Haryana GSTIN-level data from group-level allocations — software licenses, shared services, intercompany fees — requires experienced handling. We're an MNC subsidiary in Gurgaon. Our Indian entity received an ASISSE notice. Does this involve our parent company? No. ASISSE applies only to your Indian incorporated entity. The data submitted covers your Indian operations under the Haryana GSTIN. Your parent company's data is not in scope.
