Faridabad factory owners know government compliance. But this particular notice — from MoSPI or NSO — may be unfamiliar. And unfamiliar doesn't mean optional.
Since April 2026, the National Statistical Office has been issuing notices under two statutory surveys — ASI and ASISSE — to factories, companies, and LLPs across India. Faridabad, as one of North India's largest industrial cities, has received a solid share of these notices. Its manufacturing sector — auto parts, industrial machinery, rubber goods, engineering equipment — features prominently in NSO's ASI sampling frame. And now, under ASISSE, incorporated services entities in Faridabad are receiving notices too.
The filing obligation is backed by the Collection of Statistics Act, 2008. Daily penalties of ₹5,000 per day for companies kick in 14 days after the initial notice. Exim Advisory, based in Delhi NCR, handles the complete filing process for Faridabad and Haryana businesses.
Faridabad is one of the oldest and most established industrial towns in Haryana. Old Faridabad, NIT, the Sector 24–25 industrial belt, and the NH44 corridor house factories in auto components, tractors, industrial machinery, rubber and plastics, glass, and steel products. These establishments sit squarely within the registered manufacturing sector under the Factories Act, 1948 — exactly NSO's ASI sampling universe.
For ASISSE, NSO drew its sample from the GSTN database. Haryana GSTINs registered by incorporated entities in Faridabad — trading companies, logistics firms, services LLPs, professional services companies — are in scope if they appeared in the national sample. So it's possible for the same business group to receive both an ASI notice for its factory and an ASISSE notice for its services entity.
ASI — Annual Survey of Industries covers the manufacturing sector: factories, electricity undertakings, and industrial units under the Factories Act, 1948. Running since 1959. Faridabad's engineering goods, auto parts, and industrial manufacturing units have been part of this survey historically.
ASISSE — Annual Survey of Incorporated Services Sector Enterprises launched in April 2026. Brand new. It covers incorporated entities in services — trade, IT, ITES, financial services, transport, real estate, healthcare, education, professional services. If a Faridabad-registered services company or LLP received this notice, ASISSE is the applicable framework.
Both operate under the Collection of Statistics Act, 2008 (amended 2017) and the Jan Vishwas Act, 2023.
Neither survey has any link to GST or Income Tax enforcement. NSO is legally barred from sharing submitted data with the IT Department, GST authorities, SEBI, or RBI. The data feeds national economic statistics — nothing else.

Paying the penalty doesn't close the filing obligation. Both apply at the same time.

Why Faridabad manufacturing filings are more detailed than most: The city's industrial character is dominated by mid-size and larger manufacturers with high raw material throughput. Block 6A and 6B in the ASI questionnaire can have hundreds of input line items for these businesses — steel grades, rubber compounds, chemicals, packaging materials — each needing a CPC 3.0 code. Getting this right matters. We handle it systematically using your purchase accounts and BOM data.
We file annual returns under the Factories Act and multiple labour laws. Does any of that satisfy ASI? No. ASI is entirely separate from Factories Act returns and labour compliance (PF, ESIC, LWF). It's a statistical survey requiring a dedicated submission through the NSO portal. One doesn't satisfy the other.
Our factory received an ASI notice. Our trading LLP in Faridabad could receive ASISSE separately? Yes. They're separate entities with separate GSTINs. If your trading LLP's Haryana GSTIN appeared in NSO's ASISSE sample, it would receive its own independent notice and file its own return.
Our FY 2024–25 factory audit isn't done yet. Can we still start the filing process? Yes. We can work with provisional accounts. But start early — ASI data preparation for manufacturing units takes time even when all documents are ready.
