    Why Chennai Gets a High Share of These Notices

    The Difference Between ASI and ASISSE

    ASI — Annual Survey of Industries targets the registered manufacturing sector — factories, electricity undertakings, and industrial units under the Factories Act, 1948. It's been NSO's primary manufacturing survey since 1959. If your Chennai or Tamil Nadu factory has been filing under the Factories Act, your establishment has likely appeared in an ASI sample at some point — though your accounts team may not have known it.

    ASISSE — Annual Survey of Incorporated Services Sector Enterprises is entirely new — launched April 2026. It covers incorporated entities in services: IT, ITES, financial services, healthcare, hospitality, logistics, professional services, real estate, education, and trade. Private Limited Companies, LLPs, Public Limited Companies, and PSUs — not proprietorships or partnerships. If your Chennai-registered IT firm or services LLP received the notice, ASISSE is what applies.

    Both run under the Collection of Statistics Act, 2008 (as amended 2017) and the Jan Vishwas Act, 2023.

    Worth stating clearly: neither survey is connected to GST or Income Tax proceedings. NSO is legally barred from sharing anything you submit with tax enforcement authorities. The data goes into national economic statistics — sector GVA, employment estimates, industrial output indicators.

    Our Chennai auto factory received an ASI notice. Is this the same as our Factories Act statutory audit? No. They're completely separate. ASI is a statistical survey under MoSPI/NSO — it requires financial and operational data submitted through the NSO portal. It has no connection to your Factories Act statutory audit, and one doesn't fulfil the other.

    We have four plants across Tamil Nadu under separate GSTINs. Do all four file? Only the GSTINs for which you received notices. If NSO selected two of your four Tamil Nadu GSTINs, those two file independently — with their own entity-specific data.

    Will NSO field officers visit our Chennai facility if we file? NSO does conduct field verification for some enterprises, particularly where submitted data needs clarification. Businesses that file accurately and on time are significantly less likely to face follow-up visits.
