Statutory Compliance Consultants for IT Companies, LLPs & Industrial Establishments in Bengaluru — MoSPI/NSO Surveys

A notice from NSO or MoSPI landing at a Bengaluru office almost always generates the same question: "Is this something we actually have to deal with, or can it wait?"

    It can't wait.

Since April 2026, the National Statistical Office has been issuing statutory compliance notices to thousands of incorporated entities across the country. Bengaluru — given its sheer density of IT companies, software product firms, ITES businesses, and startups that have incorporated over the past decade — has seen one of the highest volumes of ASISSE notices of any city in India. That's not by chance. When NSO built its sample using the GSTN database, Karnataka GSTINs registered by services sector companies showed up heavily. Yours may well be among them.

The notice is real. It carries the force of the Collection of Statistics Act, 2008. Non-compliance past 14 days means ₹5,000 per day in penalties. Exim Advisory helps Bengaluru companies and LLPs handle the full filing process — from notice verification through to portal submission.

Why Bengaluru Has Such a High ASISSE Notice Volume

ASISSE specifically targets incorporated services entities — IT, ITES, financial services, logistics, professional services, healthcare, education, and hospitality. Bengaluru's dominance in these sectors is unmatched anywhere in India. Thousands of GSTINs registered in Karnataka, concentrated in Electronic City, Whitefield, Koramangala, and Hebbal, feed directly into NSO's sampling frame.

On the manufacturing side, ASI notices have arrived at factories along Peenya, Bommasandra, Doddaballapur, and the Hosur Road corridor — aerospace components, defence parts, garments, engineering goods. If your Bengaluru factory received an ASI notice, it's because your establishment fell within NSO's stratified sample for Karnataka's manufacturing sector.

ASI vs. ASISSE — Which One Applies?

ASI — Annual Survey of Industries covers the registered manufacturing sector. Factories, electricity undertakings, and industrial units under the Factories Act, 1948. Running since 1959. If you're a manufacturer, this is the one.

ASISSE — Annual Survey of Incorporated Services Sector Enterprises launched in April 2026 — India's first formal annual survey of the services sector. Covers Private Limited Companies, LLPs, Public Limited Companies, and PSUs in IT, ITES, financial services, healthcare, education, logistics, professional services, real estate, and trade. If you're a Bengaluru IT or services company that received the notice, this is the framework that applies to you.

Both run under the Collection of Statistics Act, 2008 (as amended in 2017) and the Jan Vishwas Act, 2023.

And because this question comes up without fail: your ASISSE filing has zero connection to GST scrutiny or Income Tax. The Act legally bars NSO from sharing any submitted data with the Income Tax Department, GST authorities, SEBI, or RBI for enforcement purposes. Your data feeds statistical models — GDP, sector GVA, employment figures. Nothing else.

    Penalty Structure

    Default Stage Penalty
Failure or refusal to furnish information Up to ₹5,000 (companies) / ₹1,000 (individuals)
Non-compliance beyond 14 days Up to ₹5,000 per day (companies) / ₹1,000 per day (individuals)
Wilful submission of false information Imprisonment up to 6 months and/or fine
Recovery mechanism As arrears of land revenue under Section 15C

Paying the penalty doesn't remove the filing obligation. Both apply — simultaneously.

How Exim Advisory Handles Bengaluru Filings

Notice Verification and GSTIN Mapping First step, always. We authenticate the notice, identify which Karnataka GSTIN(s) are selected, check the filing reference period, and map your exact scope. Bengaluru IT companies with registrations across 10–20 states need GSTIN-level clarity before any data preparation starts.

Block-by-Block Data Preparation The questionnaire has specific data blocks, each with its own source:

    • Block 1 — Enterprise identity, ownership type, NIC 2025 activity classification
    • Block 3 — Fixed assets, capex, capital work-in-progress
    • Block 4 — Working capital and borrowings
    • Block 5 — Employment headcount split by gender, total labour costs
    • Blocks 6A & 6B — Intermediate consumption items, coded under CPC 3.0
    • Block 7A — Revenue, receipts, and output
    • Blocks 11 & 12 — Digital technology usage and IT infrastructure (particularly detailed for IT and ITES companies)

Every entry gets traced to an audited source document before it goes anywhere near the portal.

Financial Reconciliation GST returns, audited P&L, balance sheet, payroll register, and fixed asset schedule — reconciled against each other, and against the portal's expected data format. For Bengaluru IT companies with Ind AS 115 revenue recognition or deferred revenue positions, this step needs specific care. We handle it.

Multi-GSTIN Apportionment for Large IT Companies Large Bengaluru-headquartered IT and ITES firms often have employees, assets, and revenue spread across 15–20 states under a single consolidated set of books. We extract Karnataka GSTIN-specific data accurately — properly apportioned, not estimated.

Portal Filing and Post-Submission Handling End-to-end submission through the official MoSPI secure portal, portal validation checks, and full support for any NSO field queries that follow.

Industries We Work With in Bengaluru

IT services and software product companies across Whitefield, Electronic City, Koramangala, and MG Road — ITES and BPO companies — Aerospace and defence component manufacturers along the HAL corridor and Doddaballapur — Garment and textile manufacturers — Biotech and pharmaceutical firms in Bommasandra and Peenya — E-commerce and logistics companies — Professional services: CA firms, consulting, advisory, legal — Startup-to-corporate-stage technology companies — Healthcare chains and diagnostics companies

What makes Bengaluru IT filings harder than they look: Most large IT companies here have a specific structural challenge — their primary business is software export, but P&L and balance sheets are consolidated across entities and locations. The Karnataka GSTIN data needs to be isolated from group accounts, and revenue figures must reconcile with both STPI/SEZ export records and domestic GST returns simultaneously. We've worked through this for clients ranging from mid-size product companies to large listed IT services firms.

    Frequently Asked Questions

The ASISSE notice arrived at our Bengaluru office. How do we verify it's genuine? ASISSE was officially launched via PIB Press Release dated 6 April 2026 (Release ID: 2249336). The portal URL should sit on the mospi.gov.in domain. Cross-check the Field Office contact mentioned in the notice against NSO's published directory — both should match exactly.

Our Bengaluru IT company has GSTINs across 12 states. Which ones require filing? Only those for which you've received notices. If NSO selected your Karnataka GSTIN and two others, those three file independently. Data cannot be consolidated or merged across state GSTINs under any circumstances.

We're a startup incorporated last year. Could we genuinely be in the ASISSE sample? Yes. NSO's selection is GSTIN-based, not seniority-based. If your Karnataka GSTIN appeared in the sampling frame and was selected, the obligation applies regardless of how recently your company was incorporated.

Does Exim Advisory cover Electronic City and Whitefield clients? Yes. We work across all of Bengaluru and the broader Karnataka region.

    Start Before the Window Closes

Bengaluru's IT and ITES companies typically have complex, multi-entity financial structures. ASISSE data preparation — particularly multi-GSTIN apportionment and export revenue reconciliation — takes more time than most finance teams anticipate. Don't leave this to the week before the deadline.

If your company or LLP in Bengaluru has received an ASI or ASISSE notice from MoSPI or NSO, reach out to Exim Advisory today. We'll manage the entire filing so your return goes in accurately and on time.
