    Since April 2026, the National Statistical Office has been pushing out compliance notices to thousands of factories, incorporated companies, and LLPs across India — and Gujarat has received a significant volume.     Why Ahmedabad Specifically?

    Gujarat is one of India's most industrially active states — and Ahmedabad sits at the centre of it. NSO's sampling for ASISSE used the GSTN database, which means Gujarat GSTINs registered by trading companies, diamond businesses, logistics firms, and professional services LLPs are well-represented in the national selection pool.

    On the manufacturing side, ASI's sample regularly includes Ahmedabad's industrial belts — Vatva, Naroda, Odhav, Changodar, the Sanand corridor. Textile mills, chemical factories, pharmaceutical units, engineering goods manufacturers. These sectors have been part of NSO's sampling universe for years. ASISSE, though, is new — many Ahmedabad businesses have never dealt with it before.

    Two Surveys. One Legal Framework.

    ASI — Annual Survey of Industries has been running since 1959. It covers registered manufacturing: factories under the Factories Act, 1948, electricity undertakings, and industrial units broadly. If you run a factory in Vatva or Changodar, there's a reasonable chance you've been in an ASI sample before — even if your accounts team never handled it directly.

    ASISSE — Annual Survey of Incorporated Services Sector Enterprises is different. It launched in April 2026 — India's first structured annual survey of the formal services sector, covering Private Limited Companies, Public Limited Companies, LLPs, and PSUs in IT, trade, transport, healthcare, finance, hospitality, professional services, and real estate. Proprietorships and partnerships are out of scope. But if you're a company or LLP in those sectors and your Gujarat GSTIN was selected — you're in.

    Both operate under the Collection of Statistics Act, 2008 (amended 2017) and the Jan Vishwas Act, 2023.

    One clarification that comes up constantly: this has nothing to do with your GST or Income Tax filings. The Act itself legally bars NSO from sharing anything you submit with the Income Tax Department, GST authorities, SEBI, or RBI for enforcement. Your data feeds national economic statistics. That's the only destination.

    And here's what trips people up: paying the penalty doesn't close the matter. You still have to file. The fine sits on top of the obligation — it doesn't replace it.

    Frequently Asked Questions

    Could this be a scam? The notice mentions a portal login. No. ASISSE was officially launched via PIB Press Release dated 6 April 2026 (Release ID: 2249336). Verify by checking the portal URL — it should be on the mospi.gov.in domain — and cross-referencing the Field Office contact against NSO's published directory.

    Our textile factory files PF, ESIC, and LWF returns regularly. Does that cover ASI? Not at all. ASI is a separate statistical survey under MoSPI/NSO. Labour law compliance filings don't satisfy it.

    We have a family business group with five entities in Ahmedabad. All received ASISSE notices. Can we file jointly? No. Each entity's GSTIN files independently with its own financial data. There's no provision for group or consolidated filing.

    Our Gujarat GSTIN shows a small portion of total group revenue. Do we still have to file? Yes. The obligation attaches to the selected GSTIN, regardless of what percentage it represents of overall group turnover.
